Parish Council meetings are not ‘public meetings’, but members of the public have a statutory right to attend as observers. They have no legal right to speak unless the Parish Council Chairman authorises them to do so and an item for Public Participation (during which the formal meeting is suspended) is regularly included on the agenda.
* The Annual Parish Assembly, in April, is a Public Meeting.
